Functional Role and Responsibilities:
Mel has over thirty-seven (37) years of experience in the engineering field. He has owned and
operated Milholland Company Engineering & Surveying (MCO) since January 1973. As Project
Director and Senior Design Engineer, some of his responsibilities include client relations, project
coordination and development, feasibility study and analysis, quantity and cost estimating,
environmental assessment and impact evaluation, specification and construction documentation,
construction observation, construction management oversight, project close-out and as-built
certification, and close-out review. As a Registered Professional Land Surveyor, he performs
Cadastral and Boundary Surveys, some of his responsibilities include site investigation and
research, survey control, and testifying in court. Mel takes a daily approach to his leadership and
instruction, which is fundamental to all departments.
Mel is responsible for all operational aspects of MCO including personnel, and quality control. He
actively involves himself in the design decision making process and technical management of every
project. This personal attention assures every MCO client of outstanding project results and sound
solutions.
Career Highlights:
Coordination of other professionals who work in conjunction with MCO to produce the most
information possible before, during and after a project, is just another way Mel assist in producing
development projects. His local experience and knowledge of city codes and ordinances are
invaluable in interpretation and application. Mel is an intense negotiator and highly effective liaison
in dealing with grant and regulatory agencies. Due to the number of municipal and rural water
projects he has been involved in, Mel has extensive experience in design and construction
administration, coordination and construction observation. His engineering work is evident
throughout Washington and Benton Counties. He has extensive experience in public works projects
involving engineering design, construction management, inspection and administrative functions
of grants, municipal and special district bond programs for millions of dollars in street, storm sewer,
and sanitary sewer facilities.
Mel’s leadership, understanding, and assistance has enabled several former employees to go on to
open lucrative business of their own in the engineering and surveying fields.
